Achieving Well Designed Places

The way places are designed has a direct impact on how people live, move and experience their surroundings. National planning policy places strong emphasis on achieving high quality design through effective placemaking and place‑shaping, ensuring that new development creates places that are attractive, functional and built to last. [

In Tamworth, this is particularly important given the Borough’s compact, largely urban and constrained form, and its strong historic character. New development needs to make efficient use of land while respecting local distinctiveness, supporting regeneration and strengthening the role of the town centre and surrounding neighbourhoods.

A placemaking approach means designing development that responds to its local context and creates spaces people want to use and enjoy. Place‑shaping looks more strategically at how individual developments contribute to the longer‑term future of the Borough, including how places connect, how people move around, and how development supports healthy and inclusive communities. This includes improving opportunities for walking and cycling, integrating green spaces, and ensuring development supports people’s wellbeing over time.

Our proposed approach

The new local plan will seek to achieve well‑designed places across Tamworth by promoting a positive, design‑led approach to development.

This means:

  • expecting development to be based on a clear understanding of its local context;
  • ensuring efficient use of land without compromising design quality;
  • safeguarding the amenity of existing and future occupiers; and
  • securing high quality buildings, streets and public spaces that support healthy and inclusive communities.

The approach recognises that good design is not about preventing change or innovation. Instead, it supports high quality, creative and contemporary design where this enhances local character and contributes positively to the borough. This is particularly important in areas undergoing change, such as the town centre and regeneration locations, where design plays a key role in improving the overall quality and function of places.

Proposed local plan policies on design

The proposed approach will be reflected in a suite of design policies that will be used to assess planning applications. A summary of the main policy directions is set out below.
